Why these are outlines.
All 3 are scaffolded rather than written. Each one needs something we do not have: legal review for the licensing comparison, someone who has run a book for the risk sections, and published pricing before any cost total can be honest.
Writing them anyway from general knowledge was the other option. On these three subjects a guide that is mostly right is worse than no guide, because a reader acts on it with real money — so each page carries its outline, its sources-needed list and what is blocking it, and stays out of the search index until it has content.
